The vision
Digital transformation represents a strategic opportunity to build a more competitive and resilient economy and society, aligned with the European Digital Decade 2030 program (Decision (EU) 2022/2481, Official Journal L 323/19.12.2022). Greece’s progress in digitizing public services as well as the development of a modern national digital transformation strategy has been rapid in recent years.
To achieve this, the Ministry of Digital Governance (MoDG) operates in a coordinated manner and collaborates with the public and private sectors, research and technological institutions in the country, the academic and scientific community, as well as civil society, for the digital transformation of Greece, the modernization of Public Administration, better service to citizens and businesses, and the creation of new additional sources of economic growth.

Goals of Digital Transformation
The Ministry of Digital Governance (MoDG) has developed and is implementing a national strategy for the digital transformation of the entire Greek society and economy, with specific objectives and a structured action plan. This plan outlines the guiding principles as well as the necessary short-term and medium-term interventions that will successfully realize the Greek vision for Digital Greece.

The promotion of Digital Skills
Through targeted training programs adopting recognized digital competence frameworks (DigComp 2.2, e-CF) and the integration of innovative technologies in education, aiming at the certification of skills/competences of all stakeholder groups
Development of Digital Infrastructures
Digital infrastructures must provide citizens with the ability to work online with speed, reliability, and security through the deployment of new connectivity technologies
Digitalization of Enterprises
This is achieved by empowering every Greek business to become digital, alongside supporting and strengthening digital innovation
Digitalization of Public Services
The digitalization of public services contributes to the immediate and effective fulfillment of citizens' needs and to the liberation and utilization of the productive value of public data
Guiding Principles
The Digital Transformation Bible defines a set of guiding principles that outline the framework of digital reform and the "rules" that govern the organization, management and provision of new digital services in our country. These guidelines are based on the general principles of digital governance, as advocated by initiatives of the European Commission and the Organization for Economic Co-operation and Development, as well as international best practices, relevant studies prepared specifically for the Greek Public Administration, etc.
Strategic Axes of Intervention
The key interventions of the country’s Digital Transformation incorporate a series of actions organized into nine (9) distinct strategic axes. This specific distinction was deemed appropriate based on the nature and scope of the interventions, so as to clearly reflect the way in which the action plan for Digital Transformation will be implemented. Additionally, special emphasis is placed on the utilization of emerging technologies for the development of advanced solutions that will support the plan’s objectives.
