Shipping & Island Policy Sector


Greece is implementing targeted digital transformation interventions in the maritime sector, enhancing the country's global influence. The development of information systems and modern technologies improves the safety of people, ships, and the environment. The key to improving competitiveness includes the reorganization of maritime administration and the digital upgrade of maritime education, leading to better-trained personnel capable of meeting modern challenges in the sector. The strategy includes digital projects such as electronic study management systems, e-registers of educators, and training platforms. The green transition in shipping requires digital systems and well-trained personnel to ensure safety under any conditions. Digital services enhance the service to citizens and companies, while digital transformation ensures social and economic cohesion in the island regions. Projects are selected using the Digital Transformation Bible methodology, thereby strengthening the Greek maritime sector.

Challenges

Requirement for digitisation of procedures: There is an urgent need to digitise maritime administration and provide modern digital services to the maritime community to improve efficiency and connectivity.

Port infrastructure and environmental protection: The lack of smart and green port infrastructure requires immediate technological modernisation to create smart ports and protect the environment in port areas.

Compliance with environmental regulations: It is critical to comply with regulations on shipping energy efficiency and reducing emissions, including the development of electric charging infrastructure.

Digital education: Digitisation of records and critical operations, as well as upgrading infrastructure and equipment, are essential to modernise maritime education and create skilled professionals.

Accessibility and connectivity issues on islands: Island accessibility and connectivity problems, which are due to the lack of digital and broadband infrastructure and inadequate port facilities, need to be addressed.


Goal 1

National Strategy for Integrated Maritime Policy in the island area & strengthening the international-European dimension of insularity

  • The objective is oriented towards the implementation of digital transformation projects that will contribute to the modernization and improvement of the services of the Secretariat General for the Aegean and Insular Policy with direct beneficiaries, both the islanders and the staff of the Ministry of Maritime Affairs & Insular Policy as well as to the improvement of the access of the islanders to digital services and skills.

Goal 2

Strengthening the international position of Greek Shipping and its contribution to the national economy

  • The objective is geared towards the implementation of a policy to strengthen the Greek flag, the income and employment of seafarers, the functional and operational upgrading of maritime education through improved public schools providing high quality curricula, but also from competitive private schools, the Digital Transformation of the Public Maritime Schools of the Mercantile Maritime Academies (DMSEN/AEN) and the upgrading of the logistical organisation of DMSEN/AEN & the Centres for the Training of Merchant Navy Executives (KESEN).

Goal 3

Enhancing safety of navigation and protection of human life at sea - Safeguarding maritime borders

  • The objective is oriented towards maritime surveillance for crime prevention, search and rescue and maritime safety through the implementation of a modern technological equipment programme for the Hellenic Coast Guard as well as surveillance systems, achieving better management of migration flows and safeguarding the safety of navigation.

Goal 4

Shaping the Framework for the Green Energy Transition of Coastal Shipping and the Transformation of the National Maritime Transport System

  • The objective is geared towards the creation of an Integrated Information System for the Management of the Maritime Transport Network and the promotion of investment and support for the maritime economy. The aim is to optimise the National Maritime Transport System through applications and information systems to ensure social and economic cohesion in the island region.

Goal 5

Development of maritime tourism sectors

  • The objective is to implement an upgraded operating framework for the Yachting tourism system, as well as to support sectoral policies for "Cruise" and Yachting in the country. The aim is to modernise the industry, simplify administrative procedures and create a digital system that will link stakeholders directly, flexibly and efficiently with the state.

Goal 6

Formulation and implementation of a modern and effective national port strategy and governance

  • The objective is oriented towards the investment development of selected ports, the development of an Integrated National Public Port Policy and the implementation of a new model of port governance for other regional ports and the upgrading of navigation services to improve the competitiveness of the relevant services in the main ports of the country. The aim is to develop synergies between all stakeholders in order to connect ports to both the trans-European and domestic transport network, as well as to systematically monitor the Port Authorities.
