In recent years, the country has moved rapidly to advanced levels of digital transformation, which has had significant benefits for citizens, businesses and the country's public sector. The digital platform gov.gr is now a hub for every transaction between citizens and businesses and the state, providing more than 2 100 digital services, the number of which is constantly growing. Government measures and actions supporting the digitalization of public services are based on the National Digital Transformation Strategy (Digital Bible) 2020 - 2025 and are implemented in the framework of the National Recovery and Resilience Plan "Greece 2.0" (NextGenerationEU) and the Operational Programme "Digital Transformation" of the National Strategic Reference Framework (NSRF) 2021 - 2027. The main priorities of these programmes are the digital transformation of the health, justice and local government sectors, together with reforms of the IAPR, EFKA and DYPA.
Digital divide, digital literacy, accessibility for people with disabilities, inclusion of vulnerable groups (elderly, people living in remote areas).
Development of digital infrastructure, interoperability of systems, maintenance and regular updates of digital services.
Organisational resistance to change, bureaucracy, process redesign, outdated legal and regulatory framework.
Data security and privacy, cyber threats, funding, human resources and maintaining the trust of citizens.
Goal 1
100% online provision of basic public services for citizens
Online provision of key public services for citizens: share of administrative steps that can be done fully online for applicable major life events.
Goal 2
100% online provision of basic public services for businesses
Online provision of key public services for businesses: share of administrative steps needed to start a business and conduct regular business operations, which can be done fully online.
Goal 3
100% of citizens to have access to electronic health records
Nationwide availability of online access services for citizens to their Electronic Health Record (EHR) data and the implementation of additional measures in place that enable certain categories of people to also access their data and the percentage of individuals that have the ability to obtain or make use of their own minimum set of health-related data currently stored in public and private electronic health-record (EHR) systems.
Goal 4
100 % of Union citizens have access to secure electronic identification (eID) means recognised throughout the Union
Access to eID: Issuance of a digital identity wallet (gov wallet) and at least one national electronic identification system (eIDAS) notified in accordance with Regulation (EU) No 910/2014.
