The Digital Transformation Bible 2026-2030 outlines the roadmap of the national digital strategy for the next five years, outlining critical interventions, initiatives and actions in infrastructure, education and training of the population for the acquisition of modern digital skills, as well as how to utilize technology in all sectors of the economy and public administration. The strategy defined by the shared vision, core values and governance model of digital transformation is presented, setting out the four strategic pillars - infrastructure and connectivity, digital skills and education, e-government and services, innovation and entrepreneurship - that will guide the implementation of actions until 2030. A comprehensive portfolio of actions - short-term and medium-term, horizontal and sectoral - that are directly linked to the goals of the Digital Decade 2030 is also being developed. The Digital Transformation Bible 2026-2030 sets a clear and coherent framework for the country's digital transformation until 2030, ensuring the timely implementation of strategic actions that enhance competitiveness, resilience and innovation in the country.
Greece’s Digital Governance Model for 2026-2030 is built on adopting horizontal and innovative solutions that ensure interoperability, accessibility, and security of digital services for citizens and businesses. It emphasizes public-private sector collaboration, leverages advanced technologies (such as Artificial Intelligence, IoT, Cloud, Blockchain), and applies modern governance practices to enhance service delivery, transparency, innovation, and efficiency in Public Administration. This strategic approach puts the citizen at the center, strengthens societal and economic resilience, and supports sustainable development, fully aligned with the objectives of the European Digital Decade 2030.

Digital Decade
In January 2023, the European Union's Digital Decade programme (EU 2022/2481 of 14 December 2022) came into force, which is a monitoring and cooperation mechanism to achieve common goals between the European Commission and the Member States for the digital transformation of Europe by 2030.

To implement digital transformation, actions focus on enhancing digital skills, building cloud and 5G infrastructure, digitizing public services and businesses, and leveraging cutting-edge technologies like IoT and Artificial Intelligence. Emphasis is placed on cybersecurity and innovation to boost productivity, improve service delivery, and create sustainable smart cities. The program also promotes participation in the digital public sector, system interoperability, digital accessibility, and sustainable development through co-financed projects and policies targeting the technological empowerment of all sectors by 2030. The Ministry of Digital Governance monitors the implementation of the Digital Transformation Blueprint in collaboration with public sector entities, identifying challenges and opportunities using modern project management practices.
