Digital Transformation of Cities and Communities

enhance quality of life. Greece has a high percentage of cities with a mature digitalisation strategy (Foundational Architects), mainly implementing solutions such as smart lighting and energy monitoring. Six Greek cities have been selected by the EU for the "100 climate neutral cities by 2030" mission, a success that reflects progress in the cooperation between local government and the state. Local government is called upon to strengthen e-services (e.g. applications, payments, complaints), and to promote inclusiveness through open data, information, e-voting and direct response to citizens' requests. Expected benefits include improving the quality of life and well-being of citizens, attracting business and boosting employment, and protecting the environment (reducing emissions, pollution, waste).

Challenges

Social - Ageing population and increasing urbanisation, with pressure on infrastructure

Economic - Lack of affordable housing due to increased demand and prices

Environmental - Need for efficient management of increased waste production
