The establishment of the National Observatory for Climate Change Adaptation (Law 4936/2022) under the Ministry has strengthened monitoring of the country’s resilience, provided reliable data for policy design, and raised awareness among citizens and businesses. The “AIGIS” Programme focuses on upgrading infrastructure, early warning systems, support equipment, and operational assets, thereby improving disaster preparedness. Key challenges remain securing sufficient long term funding, staffing with interdisciplinary personnel, and reducing bureaucratic barriers. Deepening partnerships with regional authorities, local governments, and the private sector is essential for faster implementation of measures. Integrating digital tools for big data analytics and satellite information, along with targeted awareness campaigns, can further enhance risk management and collective response to the climate crisis.
Support for research, innovation, and continuous evaluation to develop evidence‑based resilience approaches.
Funding gap between the high costs of climate change adaptation and the available national and international resources.
Challenges in the swift absorption and efficient utilization of both national funds and European financing mechanisms for comprehensive implementation of adaptation measures.
Goal 1
Risk management of natural, technological, and human‑made disasters through prevention, preparedness, and resilience
Construction of new civil‑protection infrastructure; procurement of additional aerial assets to reinforce the civil‑protection fleet; renewal and strengthening of the fire service; and acquisition and deployment of advanced, innovative IT solutions and intelligent systems for disaster prevention and response.
