In recent years, the National Programme for the Simplification of Procedures (EPAD) has been established as a basic tool for the simplification and digitalisation of state procedures, with the aim of improving the regulatory environment for citizens and businesses, treating unnecessary bureaucracy in administrative procedures. It is a central public policy of horizontal scope, aiming at reducing bureaucratic burdens and the holistic upgrading of public services, enhancing awareness, and informing citizens about changes in administrative procedures. In support of the above, the "National Register of Administrative Procedures - Mitos" (mitos.gov.gr) was created, which is the central, national repository of administrative procedures of the public sector. Characteristically today (March 2025), through "mitos.gov.gr", about 3,816 procedures from 27 institutions are now provided electronically, which any interested party can search in the Registry either by type or by life event. Its main objectives are the standardisation of administrative procedures, the enhancement of transparency and legal certainty and the provision of valid and reliable information on the functioning of the public administration, as expressed through the institutionalisation and implementation of administrative procedures. In addition, the electronic platform epistoliki.ypes.gov.gr., for the registration in the electoral rolls of the postal vote, which introduces for the first time in Greece the postal vote as a means of exercising the electoral right, was put into operation. In this way, all Greek citizens, all over Greece, regardless of their location, can vote without any practical obstacles.
Fragmentation of digital services, due to the independent operation of websites between different public authorities.
The heterogeneity in the presentation and functionality of digital platforms, making it difficult to manage and deliver services in a homogeneous way and to serve citizens uniformly.
Lack of interoperability between websites, limiting the effective exchange of data and information and smooth cooperation between public bodies and, by extension, integrated digital reform.
